GRANTVILLE — Residents who want a say on an outdoor shooting range proposal have a date: Monday, Nov. 16, at 6:30 p.m., City Council will hold a public hearing at the Glanton Municipal Complex, 123 LaGrange Street, on a special-use permit for a range at 514 Bohannon Road.

The city’s hearing notice says council will take comment on a Planning Commission recommendation for the application by J&J Trail & Target, LLC, doing business as Lock, Stock & Barrel Outdoors. The notice lists the parcel as zoned General Commercial. A special called regular meeting is listed for the same evening.

Why it matters here

Bohannon Road sits in the city’s growth edge, where commercial and rural lots mix. An outdoor range raises the same questions neighbors put on the Planning Commission record in October: noise, safety for nearby homes, and whether a special use fits the street. Council — not the commission — makes the final call.

Back story

On Oct. 20, the Planning Commission voted unanimously to recommend denial, “based on citizen comments,” according to its minutes. The agenda described an existing developed site with a building and a range “currently not in use.” Applicant Jeremy Phillips told the commission the outdoor range had been used since 1999 and by the Grantville Police Department in June 2026, and that he wanted to improve it toward NRA standards for 50- and 100-yard ranges. Five speakers opposed, citing noise, stray rounds, pets, children and property values. One questioned whether the business license matched the state registration.

Parcel details differ slightly across documents: the commission agenda listed one 5.12-acre General Commercial parcel; the minutes reference additional Rural Development acreage. The city’s hearing notice names the General Commercial site. Confirm the legal description in the clerk’s file before the hearing.

As of Nov. 4, no full council agenda for Nov. 16 had been posted on the meetings calendar; the Ledger will update when it appears. The meeting falls on the third Monday, not the usual fourth-Monday slot.
